The CapacityPlus Project, through USAID/Mozambique, will provide technical assistance to the Ministry of Health (MISAU) program for community health workers – Agentes Polivalentes Elementares de Saúde (APE) – which was designed to provide basic health services to the most remote and marginalized communities in Mozambique. CapacityPlus will provide strategic guidance and technical assistance to implement the APEs program and strengthen the APEs coordination system.
For the provision of day-to-day support, CapacityPlus will hire a Senior Technical Advisor to be placed within MISAU to assist in strengthening MISAU’s APEs Coordination Unit.
The Senior Technical Advisor will be based in Maputo, Mozambique and report to the Chief of Party for the CapacityPlus Mozambique country program.
Principal functions of advisor:
The Senior Technical Advisor will perform the following tasks:
•Assist the MISAU APE Central Coordination Unit in its routine activities, and provide technical support to lower level coordination units. This may include document preparation and report writing as well as day-to-day communication and coordination.
•Advise MISAU and USG on capacity building needs for the coordination units.
•Organize APEs working group meetings and track the accomplishment of its mandate, including meeting minutes, actions and follow-up tasks.
•Participate in the development of the APE M&E system, and ensure its functionality.
•Develop a record keeping system for all APEs program issues.
Education and experience required
•Masters degree in Public Health and/or related field.
•Minimum ten years work experience in community health and primary health care in Mozambique, or similar developing country context. Prior work experience with APE program is preferred.
•Demonstrated leadership on substantive issues related to community health and primary health care.
•Demonstrated ability to maintain a wide-range of mid-level and senior-level contacts in the government and donor circles.
•Skills and experience to manage and implement effective programs including financial management and administrative skills.
•Excellent verbal and communication skills, tact and diplomacy and language proficiency in both Portuguese and English.

    • Minimal of 4 years in pharmacy activities, 3 of which in the public sector.
