Background/Job Summary: CRS/Angola operates in a complex environment. The country has experienced unprecedented economic growth since the end of its long-term civil war in 2002, due largely to oil revenues. Its social and economic indicators, however, have not improved accordingly. In addition, many donors are leaving or have already reduced their support to Angola. CRS has been in Angola since 1989 when it entered to provide relief during the war. The program currently has projects in health, HIV and AIDS, peacebuilding, civil society and good governance.
Primary Function: CRS Angola is seeking a Program Manager to support the country program’s efforts to improve partner capacity as well as national staff capacity to work in the partnership model, and to acquire additional funding.
Job Responsibilities:
Staff and Partner Capacity Building: (approximately 50%)
1. Develop and implement a strategy to build CRS and partner staff capacity:
a. use of CRS tools such as ProPack, IHD, SARO guidelines for gender responsive programming and other program quality tools to ensure that programs adhere to CRS and industry standards
b. the skills to work successfully in partnership
c. joint development of new project concept notes and results frameworks using newly acquired knowledge and tools
d. capacity to meet public donor M&E and reporting standards
2. Support finalization of country program transition strategy 2010-2011.
Program Management: (approximately 25%)
1. Management responsibility for CRS Angola’s current HIV/AIDS and Civil Society/Good Governance projects. These include a USG as well CRS privately-funded projects.
2. Management of CRS Angola emergency projects, should the need arise
3. Responsibility for the timely and results-based implementation of activities performed by CRS staff and local partners, and achievement of project objectives
4. Compliance with donor requirements and CRS program quality standards and administrative and financial requirements
5. Assist HIV/AIDS point person for HIV in the Workplace in finalization of Workplace Policy Business Development (approximately 25%)
a. Identify new funding opportunities, in collaboration with HoP and CR
b. Support the country program to develop an appropriate fundraising strategy. Develop and maintain a donor map for tracking these efforts
c. Engage stakeholders in discussions whether or not to pursue funding opportunities
d. Lead and/or coordinate proposal writing processes, serving as lead writer, contributor or editor, as required
e. Ensure responsiveness and compliance of proposals to donor requirements
f. Ensure compliance with agency cost application and budgeting processes; become familiar with cost allocation methodology and ensure its proper use
Key Working Relationships:
Internal: CR, HoP, HIV in the Workplace point person, SARO RTA for BD
External: Partner Organizations such as CARITAS, local government officials, USG agencies, other funding agencies, other INGOs
Qualifications:
1. Master’s degree in International Development, Public Health, or other related field
2. Minimum two years international development experience
3. Experience in staff and partner capacity development and in providing effective technical assistance and guidance
4. Experience in health and HIV/AIDS programming highly desirable
5. Demonstrated experience in project design and proposal development, including successful English language proposals for competitive public resources
6. Experience with CRS tools (ProPack, Technical Application and Cost Application Guidance) and knowledge of CRS program quality standards, the justice lens and Catholic Social Teaching
Language Requirements: English fluency, with additional professional proficiency in Portuguese highly preferred, although Spanish speakers with the ability to learn Portuguese quickly will be considered

3. Ability to work under pressure and to meet tight deadlines
4. Patience, perseverance and efficient problem-solving skills
5. Willingness to travel to Luanda and to provinces to work with partners (up to 25%)

NOTE TO APPLICANTS: Lobito is an accompanied post, but there are no international school facilities, few preschools and health facilities are basic. Luanda, which is 500km from Lobito, provides better health care.
