NIRAS is submitting a tender for the Danida funded project Monitoring and implementation Group for the National Human Resource Development Plan (PNDRHS) - 2008 - 2015 in the Ministry of Health in Mozambique.
The objective of the technical assistance is to assist the Mozambican authorities with the coordination of the implementation of the PNDRHS (National Health Human Resource Development Plan 2008-2015 - PNDRHS).
The DANIDA financed contract will be a three year contract with expected commencement 1. January 2009. For this project we need input from Portuguese speaking, long term experts in the field of health and human resources. Below the specific qualifications required is described.

Technical Specialist for Management, Finance and Incentives for Danida Health sector Project in Mozambique
General qualifications- University degree (Masters or Doctorate) in HR Management, Health finance, Health Economics or related field- Extensive professional experience in human resource management and / or financing of human resources
- Experience from donor supported heath sector project/programme implementation- Experience in drawing up work plans and technical, administrative and financial reportsSpecific qualifications
- Thorough experience from working at senior-level in the area of management and/or financing of human resources in the health sector
- Proven experience in curriculum development, training needs assessment, training and evaluation in financial management and / or management of human resources

1. BACKGROUND
In order to respond to Mozambique challenges and constraints, the Ministry of Health (MISAU), with the support of external co-operation partners, has developed a plan which is wide-ranging and ambitious-yet realistic-for human resource development in the health sector (National Health Human Resource Development Plan 2008-2015 - PNDRHS). The plan includes the national priorities identified in the National Health Policy and in the current Strategic Plan for the Health Sector, and will provide continuity to the previous human resource development plans of 1992-2002, 2001-2010 and 2006-2010.
The plan has the following objectives:
Contribute to achievement of the Millennium Development Goals;
Improve the training capacity of the Ministry of Health;
Reduce the deficit as regards human resources in the health area
Reduce the inequalities between provinces as regards human resources in the health area;
Correct the intra-provincial distortions and those between districts;
Improve the quantitative and qualitative performance of the human resources in the health area;
Achieve retention of the work force within the National Health System;
Improve the definition of the regulatory duties of the human resources in the health area within the health services system.
The achievement of the plan's eight objectives will be facilitated through general and cross-cutting strategies which include:
Build the capacity of individual managers, regulators, service managers, and providers, i.e., support procurement and improvement in terms of expertise, competencies, and attitudes;
Strengthen organizational capacities, e.g., the operation of information systems; monitoring, supervision, and evaluation processes; the availability of management; decision support; and resource mobilization tools;
Develop professional and financial subsidies and incentives packages to stimulate the performance of all cadres and to mobilize individual and institutional willingness to support the achievement of the proposed objectives and targets; and
Create an adequate institutional environment through changes in the legal and regulating framework to facilitate attainment of the proposed targets.
The PNDRHS identifies four strategic lines of approach, identified and characterised within four packages:
Organize NHS services and normative framework;
Improve management capacity at all levels of the NHS;
Improve HHR distribution, motivation, and retention; and
Increase capacity of the initial production, post-graduate training, and in-service training networks.
PNDRHS Monitoring and Implementation Group (MI-PNDRHS)
To coordinate the implementation of the PNDRHS, a PNDRHS Monitoring and Implementation (MI-NPHHRD) group will be set up. The group, which will consist of a team of four multi-disciplinary senior technical staff, will work under the direct supervision of the National Director of Human Resources.

The following are some of the main tasks of the MI-PNDRHS:
Design and execute a Communication Plan for the different PNDRHS audiences. This plan shall use various resources, such as newspaper, radio, television, brochures, and posters, as well as new Web-based technologies.
Collaborate with the soon to be established Health Human Resources Observatory. The goal of the Health Human Resources Observatory is to promote and incentivize evidence-based Health Human Resources strategies and interventions and develop capacity to evaluate and monitor the Health Human Resources situation.
Promote and validate planning exercises in several provincial settings, maintaining a macro view of the Mozambican reality.
Establish agreements and partnerships with public services to ensure access to necessary and adequate resources for the implementation of PNDRHS activities.
Create a technical assistance plan for the PNDRHS, allocating parts of the management of this plan to different stakeholders involved in its implementation.
Create a Mozambican human resources for health Research Plan and follow up the implementation of the plan.
Develop and implement monitoring and evaluation mechanisms for the PNDRHS.
Formalize an incentive package to be allocated to the national and provincial decision-makers for achievement of the activities anticipated in the plan.
Danida will fund the following specialists, which will be part of the MI-PNDRHS:
a coordinator, who will support the MISAU National director of Human Resources in the implementation of the PNDRHS, and co-ordinate the activities of the MI-PNDRHS group,
a management, finance and incentives specialist, and
a monitoring, evaluation and research specialist

A further specialist, responsible for management and coordination of MI-PNDRHS activities in the area of work place health and safety, with particular emphasis on HIV/AIDS prevention and mitigation among MISAU employees and their families will be recruited by MISAU and financed by GTZ.

The financed contract will be a three year contract with expected commencement 1. January 2009.

4. TERMS OF REFERENCE FOR THE TECHNICAL SPECIALIST FOR MONITORING, EVALUATION AND RESEARCH
Title of the Technical Specialist
MI-PNDRHS Technical Specialist for Monitoring, Evaluation and Research
Main Objective of the Position
Conduct and co-ordinate the activities of the MI-PNDRHS in the areas of monitoring, evaluation and research in human resources for health.
Duties and Activities
a) Ensure that decision-making regarding human resources for health are undertaken based on evidence and the availability of data, information and knowledge regarding RHS at national level;
b) Support the development of capabilities within the local institutions to evaluate and monitor the health human resources situation in the country;
c) Establish a system of monitoring of progress and of the quality of PNDRHS interventions, including regular report writing and presentation to senior managers;
d) Annually systematise the information concerning human resources for health, in accordance with a standardised format;
e) Coordinate the development and implementation of a Plan for Research on human resources for health in Mozambique;
f) Co-ordinate publication of the results of the research studies on human resources for health, undertaken in the context of implementation of the PNDRHS, as well as their dissemination inside and outside the country, in magazines and journals and at human resources for health events;
g) Establish a platform-a community of knowledge-of producers and users of information on human resources for health and for advocacy for the development of human resources for health;
h) Organise periodic events-both for the public and for partners-for dissemination of evidence and information on human resources for health and on advances in implementation of the PNDRHS;
i) Be part of the founding committee for the Human Resources for Health Observatory
j) Propose and organise the resources for external consultancy services in the area of research and monitoring and evaluation, when needed;
k) Regularly present progress reports on the activities of the PNDRHS within the area of research and monitoring and evaluation.

Qualifications of the Technical Specialist
General qualifications
- University degree (Masters or Doctorate) in Public Health, Political Science or related field
- Specialized in research and/ or monitoring and evaluation
- Extensive relevant professional experience in monitoring and evaluation and/or research.
- Experience from donor supported heath sector project/programme implementation
- Experience in drawing up work plans and technical and administrative reports
Specific qualifications
- Thorough experience from work in the area of monitoring and evaluation and/or research related to human resources in the health sector
- Experience with the development and implementation of capacity building strategies related to monitoring and evaluation in the health sector
- Experience with dissemination of and ensuring usage of research results for policy decision making
- Knowledge of software packages like SPSS, EpiInfo etc.
- Demonstrated skills in formulating, implementing, supervising and evaluating research activities regarding human resources in the health sector
- Good communication skills
- Good understanding of gender issues related to monitoring and evaluation and / or research for health human resources

Experience in the region and language
- Extensive experience working in the area of health in Mozambique or other African countries
- Fluency in English
- Fluency in written and spoken Portuguese is a requirement

EXPERT PROFILE:
Main Objective of the Position
Support the MISAU National Director of Human Resources in the implementation of the PNDRHS and co-ordinate the activities of the MI-PNDRHS team of specialists. Specific emphasis is put on leadership and management (planning and coordination).Duties and ActivitiesThe MI-PNDRHS Co-ordinator will support the MISAU's National Director of Human Resources and will work under his/her leadership on the following activities:
a) Co-ordinate the activities of the monitoring and implementation group and, together with the appropriate departments and bodies, arrange for the resources and instruments needed for the performance of its duties;
b) Ensure the constant updating and adaptation of the PNDRHS and its component parts, in line with new information as may come to light, with the results of implementation of the Plan, and with the resources mobilised;
c) Co-ordinate the drawing up of a Technical Assistance Plan for PNDRHS training; the management of particular parts of this Plan may be delegated to various parties involved in its execution;
d) Provide guidance to the MI-PNDRHS Technical Specialists, review their specific work plans and provide them with the support needed for fulfilment of their duties;
e) Identify partners for various activities within the various strategic perspectives of the PNDRHS and contract out the execution of these activities to them, in partnership with the public services, as well as arranging access to the necessary resources;
f) Co-ordinate with other bodies within MISAU, and with other sectors, partners and donors, concerning aspects of implementation and support for the activities of the PNDRHS;
g) Co-ordinate with the other bodies within MISAU, and with other sectors, the actions which are relevant for successful implementation of the PNDRHS;
h) Dynamise, stimulate and validate planning exercises conducive to adaptation of the PNDRHS at provincial, district and municipal levels, in such a way as to draw up Provincial RHS Plans;
i) Advise the decision-making bodies of the central, provincial, municipal and district administration on matters related to RHS, specifically in the decisions for planning, acquisition and installation of services, resources and technology suited to the objectives to be pursued;
j) Propose and organise the resources for external consultancy services, when such are needed;
k) Propose the secondment or transfer of staff from the Ministry of Health, and from other Ministries, universities, public institutions and municipalities, as may be needed in order to assist in implementation of the PNDRHS;
l) Co-ordinate the ongoing monitoring and evaluation of the process of PNDRHS implementation, and ensure that the targets and objectives proposed are reached;
m) Present regular progress reports on PNDRHS implementation;
n) Within the time limit of one month following publication of the Ministerial Order, submit a proposal to the National Director of Human Resources outlining criteria to be observed in provincial health departments before the roll out of capacity strengthening for human resources management, foreseen to take place in all provinces.
The proposal should include the names of individuals to take on relevant duties in the provinces where such criteria are met, their terms of reference (for both the teams and the individuals), the time limits for execution of the activities foreseen, and the financial resources and budgets for operation of these teams;

 Demonstrated capacity for inter-institutional collaboration at a senior level
 Experience in developing and implementing capacity building strategies  Experience in evidence based sector policy formulation and policy decision processes in developing countries
 Good communication skills
 Good understanding of gender and gender mainstreaming strategies
Experience in the region and language
