The Government of Mozambique (GoM) has received a Project Preparatory Advance (PPA) from the International Development Association (IDA) toward the cost of the Mozambique eGovernment and Communications Infrastructure Project (MEGCIP) and intends to apply part of the proceeds of the PPA to contracting of consultancy services to provide technical assistance on design of specifications and selection process for the third cellular mobile operator.

    The Ministry of Science and Technology, together with Ministry of Transport and Communication, is implementing the World Bank funded Mozambique eGovernment and Communication Infrastructure Project (MEGCIP),to support the strengthening of the national Telecommunication sector, in 3 areas
    · Technical Assistance to National ICT Institutions
    · Connectivity Infrastructures and Services
    · eGovernment Platforms and Applications

    A highly qualified professional is required for MEGCIP “Financial Management Specialist”, to maintain financial records, to provide timely financial information and to ensure compliance with the MEGCIP Financial Guidelines and the World Bank financial management processes and regulation.

    The more specific duties and responsibilities include:
    · Prepare budgets for planning and coordination of MEGCIP activities, covering implementation of project components as well as the recurrent operational costs
    · Preparing and maintaining accounting records
    · Preparing and consolidating monthly Bank reconciliations from all executing agencies
    · Preparing payments including checking vouchers and supporting documents
    · Preparing periodic financial and management reports for submission to the MEGCIP Project Coordinator and the Financial Manager of Ministry of Science and Technology
    · Maintaining the Fixed Assets Register in collaboration with all executing agencies
    · Prepare quarterly Financial Management Reports
    · Preparing withdraw applications and related disbursement schedules
    · Carry out any other periodic duties assigned by the project coordinator
    · Overseeing the FM aspects related to MEGCIP project components in all implementing agencies (i.e. MCT, MTC, INCM and UTICT).

    REQUIRED QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE:
    For appointment of this position, the candidate must:

    · Have an internationally recognized accounting qualification (e.g., Chartered Accountant, Certified Public Accountant)
    · Have Bachelors or Honours Degree in financial management or accounting and a Masters degree in Management would be an advantage.
    · Have at least 5 years of post-qualification experience of work in a complex multi-sectoral environment. Experience of donor accounting would be an advantage.
    · Audit experience and work in the communications sector would be an added advantage.
    · Have solid understanding of Government of Mozambique financial processes and regulations
    · Possess knowledge and experience of ICT based Financial Management systems and processes and office applications (word processing, spreadsheets, databases)
    · Have a demonstrated focus on impact and results
    · Read and write Portuguese and have an excellent conduct of English language

    Earlier exposure to World Bank projects and processes as well as knowledge of Government Financial Management System eSISTAFE is considered as an advantage.

    DURATION OF CONTRACT AND RECRUITMENT TIMETABLE:
    Duration of the initial contract will be for six (6) months to cover preparatory phase of the MEGCIP, and bridge the gap until the expected project approval by the World Bank. The extension of the contract will be subject to satisfactory performance of the contracted applicant and the final approval of the MEGCIP project by the World Bank.

    In order to support the design of technical specifications and the selection process for the third cellular mobile operator the Consultant is expected to: (i)Study and analyze the current Telecommunications market situation; (ii)Specify the appropriate transaction structure, technical specifications and services to be included in the license; (iii)Assist in the preparation of the bid package for the competitive tender and to (iv)Assist in the coordination of the tendering process, selection and license award. The Consultant will be working for and under the supervision of the Mozambique National Institute of Communications (INCM), the Regulator Authority for postal and telecommunications sectors in Mozambique. In this quality, INCM now invites eligible consultants to indicate their interest for providing these services to INCM. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar market context, availability of appropriate skills among staff etc.). Consultants may associate to enhance their qualifications.
    Consultant will be selected in accordance with the procedures set out in the World Bank's guidelines: Selection and employment of consultants by World Bank Borrowers, May 2004 (revised October 2006).

    Description
    NIRAS is submitting a tender for the Danida funded project Monitoring and implementation Group for the National Human Resource Development Plan (PNDRHS) - 2008 - 2015 in the Ministry of Health in Mozambique.

    The objective of the technical assistance is to assist the Mozambican authorities with the coordination of the implementation of the PNDRHS (National Health Human Resource Development Plan 2008-2015 - PNDRHS).

    The DANIDA financed contract will be a three year contract with expected commencement 1. January 2009.

    For this project we need input from Portuguese speaking, long term experts in the field of health and human resources. Below the specific qualifications required is described.

    Technical Specialist for Monitoring, Evaluation and Research for Danida Health sector Project in Mozambique

    General qualifications
    - University degree (Masters or Doctorate) in Public Health, Political Science or related field
    - Specialized in research and/ or monitoring and evaluation
    - Extensive relevant professional experience in monitoring and evaluation and/or research.
    - Experience from donor supported heath sector project/programme implementation
    - Experience in drawing up work plans and technical and administrative reports

    Specific qualifications
    - Thorough experience from work in the area of monitoring and evaluation and/or research related to human resources in the health sector
    - Experience with the development and implementation of capacity building strategies related to monitoring and evaluation in the health sector
    - Experience with dissemination of and ensuring usage of research results for policy decision making
    - Knowledge of software packages like SPSS, EpiInfo etc.
    - Demonstrated skills in formulating, implementing, supervising and evaluating research activities regarding human resources in the health sector
    - Good communication skills
    - Good understanding of gender issues related to monitoring and evaluation and / or research for health human resources

    Experience in the region and language
    - Extensive experience working in the area of health in Mozambique or other African countries
    - Fluency in English
    - Fluency in written and spoken Portuguese is a requirement

    Description
    IRD is looking for a Water, Sanitation and Hygiene (WASH) Coordinator to help us implement the USAID/Mozambique Strengthening Communities through Integrated Programming (SCIP) proposal, should we be awarded the contract. The WASH coordinator will supervise local-hire staff and manage partnerships with local NGO's and Community Based-organizations related to water, sanitation and hygiene. The WASH Coordinator will require frequent field visits within Zambezia province and liaison with local authorities. The SCIP is expected to integrate health, HIV/AIDS, water/sanitation, and rural enterprise program components to contribute to an overall objective of strengthening communities in Mozambique.

    Main Responsibilities:
    Coordinate closely with the government entities including community, district and provincial leaders all project related activities;
    Supervise and train water and sanitation engineering, technical design, health and hygiene, and community development staff;
    Develop a detailed implementation plan for implementation of all activities in close coordination with the supervisor;
    Work with community development, health and hygiene promotion, and water and sanitation team members to mobilize the community and establish the community water and sanitation management committees;

    Conduct feasibility studies, prepare detailed engineering designs, prepare tender documents, and manage subcontractors and consultants;

    Ensure collaboration amongst health and hygiene, community development, and water and sanitation team members;

    Design and conduct training sessions to develop the capacities of community leaders and water users and other partners;

    Conduct site inspections and supervise the preparation of engineering plans and designs, bill of quantities, and cost estimates;

    Supervise and ensure fairness, transparency and accountability in the conduct of tendering, contracting and procurement procedures in accordance to applicable local laws as well as related policies, standards and procedures of the donor;
    Ensure the rapid and timely implementation of the work plan;
    Submit regular monthly reports and provide regular updates on the status of project implementation;
    Job Location: Zambezia Province, Mozambique

    Required Skills
    BS university in Engineering at the minimum and preferably with a master's degree in civil or water engineering or a closely related field with at least five years experience;

    A thorough understanding of community participatory approaches (e.g., PHAST and MPA) for rural water and sanitation systems and natural aptitude for interactions at grass-root level;

    A team player with strong experience in working with communities, and a multi-cultural team/organization;

    Demonstrated conceptual planning skills, and current knowledge of technologies, standards and best practice approaches relevant and applicable to regional conditions;

    Excellent command of English and Portuguese, both written and spoken.

    Capable of doing multi-tasking roles under demanding field conditions;

    Experience Required
    Five years experience in design, planning and execution of works of infrastructure schemes;
    At least 3 years experience in managing an engineering/construction team and/or contractors;
    Hands on experience with alternative - innovative technologies.
    Experience working for humanitarian/development organizations in emergency, reconstruction or post-conflict situations;
